Speaker: FBI’s Clinton Decision ‘Defies Explanation’
House Speaker Paul Ryan said on Tuesday that the FBI’s decision on the Hillary Clinton email scandal “defies explanation.”
“While I respect the law enforcement professionals at the FBI, this announcement defies explanation. No one should be above the law. But based upon the director’s own statement, it appears damage is being done to the rule of law,” Ryan said in a statement after Comey recommended that no charges be brought against Clinton, the presumptive Democratic presidential nominee.

In a rare news conference, Comey acknowledged that the months-long FBI investigation found Clinton and her State Department colleagues were “extremely careless” in handling sensitive, classified information.
“Declining to prosecute Secretary Clinton for recklessly mishandling and transmitting national security information will set a terrible precedent,” Ryan said. “The findings of this investigation also make clear that Secretary Clinton misled the American people when she was confronted with her criminal actions.”
Meeting with reporters on Tuesday, Ryan’s top deputy, Majority Leader Kevin McCarthy (R-Calif.), called Clinton’s private email controversy “still very troubling” and said it raised questions about her “judgments and actions.”
“There is no way of knowing her servers were not breached by foreign entities because the protections were not there,” McCarthy said.
